Sustainable Aviation Fuel Production Facility

A low-carbon power-to-liquids fuel production facility targeting 2M gal/yr of crude sustainable aviation fuel (SAF). The project utilizes direct on-site pipeline infrastructure, and has confirmed land, gas supply and power agreements.

FGS led the multi-state site search that identified Port Arthur, then negotiated the project's land, hydrogen and CO₂ supply, and power agreements. FGS also built the full development toolkit and permitting roadmap, stood up the project company and insurance program, developed the emissions model, opened a certification pathway for European offtake, and led stakeholder engagement throughout.
